[pdal] PDAL version 2.4

Hi all,

I've just made a release candidate for PDAL 2.4 available:

https://github.com/PDAL/PDAL/releases/tag/2.4.0RC1

Notable changes include support for the COPC file format and embedded LAS
compression with LAZperf (LASzip is no longer required or supported).
