I think using wiki for RFC is pretty standard for projects. 

If it is an issue, it gets lost with the other issues and this particular motion will probably comprise more than one issue when it’s all done.

Here is an example of how GDAL does there’s - https://gdal.org/development/rfc/index.html

 

In terms of MOTION vs. RFC.  I think RFC implies something more permanent in a project like a change in Protocol or change in disk format whereas Motion implies something lighter weight but that still requires PSC vote such as to make a new release in X days.  Motions are often just done in public email list without any dedicated page.  

 

It’s hard to say where this one falls and I’m not sure the subtlety is worth the hassle, so maybe call it an RFC.

 

Like for example this one GDAL has - https://gdal.org/development/rfc/rfc38_ogr_faster_open.html  (seems closest to what we are doing here in terms of future implications) except we are mixing in, change in future logic, as well as request to release said logic soon.

Is the meaning of "MOTION" more or less equal to how other projects call it "RFC"?

 

Another question is, if it's intentional to use a Wiki page for that, because it makes it impossible to discuss in comments.

If there is no specific reason to use a Wiki, shall we make it an issue?
