[postgis-devel] Makefile for non-gnu makes

I've copied and adapted PostgreSQL's toplevel Makefile.
It will check for gnumake and invoke it or die stating
gnu make is required.

I'm finally happy at building postgis, as far as you
do have geos-config and pgsql-config in your PATH
this is enough to go:

	# make install
