It comes up quite often and is indeed a useful thing to have.  If you think you can do it quickly, then I vote +1 to 
have it in 1.4 - though I totally understand and agree with Mark's call for freeze.  Looking at the ST_Dump equivalent, 
it looks like a lot of work though...
