[postgis-devel] Turning GSERIALIZED on

Primarily it changes the underlying disk serialization (so requires
dump/restore of existing databases) and moves from using BOX2DFLOAT4
to GBOX for most box operations. Grep for GSERIALIZED_ON to see the
parts of the code base that change in the ./postgis directory.
