[postgis-devel] PSC Vote: Stop installing liblwgeom INCLUDES in system

non-PSC +1.

People depending on liblwgeom welcome to attempt merging their code into
PostGIS, or moving to librttopo for a stable external lwgeom-like api.

I believe PostGIS 2.5 was quite a breaking change already, and not sure the
projects trying to depend on liblwgeom still work there.
