[postgis-devel] Move PostGIS development upstream to git/github.

Thank you for putting this on the table, so we can at least see the reaction publicly.
I’d be +1 and would help do the work, but with fully 1/2 of the PSC off-side it seems unlikely to move beyond this stage right now.
