regression failures with latest pre-releases

I recall there were some last minute changes that Paul had to make to
address GEOS regressions.  So these missed the alpha cut.

Any chance you can check the latest master tar ball
https://postgis.net/stuff/postgis-3.7.0dev.tar.gz
and see if it is okay there.
