 For 2.1.1 I've switched debbie to build against GDAL 1.10 to get passed
 issue #2516

 I've just switch 2.1 branch, will switch 2.0 branch shortly.

 I'll keep trunk at 2.0 so that when it passes we know we are in the clear.
