 I did see a transposition incosistency but I reversed it the wrong way.
 This failing ticket should really refer to ticket #2084 so I'll have to
 fix that.

 The sfcgal tickets.sql still needs to be fixed too but I'm not setup to
 test sfcgal so I am hesitant to change that.  I'll put that one as a
 separate ticket to patch.
