 There seems to be a problem with this dll on Windows 7 and Windows 8
 running PostgreSQL 9.3 64bit.    What I've tried so far is re-installing
 from the postgis-bundle-pg93.exe, copying from the zip archive all the
 files from the PostGIS2.1/bin into the postqesql bin.
