 Which version are you using (2.1.1 ?) and which exact version of
 postgreSQL 9.3

 I've run into this problem once or twice on my windows 7 and was never
 able to recreate the issue.  Someone else complained and then when they
 restarted their service the issue went away.

 You might also want to verify your gdal path location as I suspect that
 might be related if the path doesn't exist.
