 I see the PostGIS project uses travis for testing on linux. What about
 starting to test on windows per commit as well? This can be done with a
 free account on http://appveyor.com/.

 I'm not familiar enough with building postgis on windows to offer a pull
 request of an appveyor.yml, but I am familiar with building other C/C++
 based software on appveyor so I can be a resource there.

 My ultimate motivation is that for TileMill, which we test on appveyor,
 postgis will be easy to get installed. I figure the right place to start
 is to get the postgis code itself running on appveyor.
