 You don't by chance have sfcgal installed in your 2.1.8?  I thought we had
 fixed this issue, but this issue arises if you happen to have 2
 postgis-..so versions running.

 I don't think tiger is an issue, since I've upgraded several 2.1s that had
 tiger to 2.2 without issue.
