 I thought this was just a fluke, but its been happening for past couple of
 runs.  Given that winnie is doing okay and she builds for PostgreSQL
 9.6beta3, I'm suspecting its something in PostgreSQL 9.6 that changed
 recently since debbie builds against PostgreSQL 9.6 head.
