 One additional information: the 2.1.3 install is not fully clean, because
 the scripts refer to postgis library with "2.1" and the installed "2.1" is
 actually a 2.1.9dev:

 Anyway, I can also reproduce upgrading from 2.1.9dev, so it's not related.
