 I've tried to install PostGIS 2.3.0 on a win32 client using OSGeo's binary
 installer and package:

 http://download.osgeo.org/postgis/windows/pg96/postgis-bundle-
 pg96x32-setup-2.3.0-1.exe (last modified: 30-Sep-2016 06:42, size 34M)

 http://download.osgeo.org/postgis/windows/pg96/postgis-bundle-
 pg96-2.3.0x32.zip (last modified: 30-Sep-2016 22:57, size: 10 MB)

 The binary installer doesn't start at all. It informs the user, the
 package is broken and needs to be re-downloaded. I tried it on two
 different systems (Windows 7 and Windows 10) and got the same result.

 The binary package seems to be incomplete. There's only a BIN directory,
 all other directories and even readme and license tests are missing.

 Also, the 32-bit builds for pg95 are broken. Their sized are 0 byte.
