 cswingle,

 PostGIS extension is made up of 2 libs  postgis-2.3 (for geometry
 /geography) and rtpostgis-2.3 (for raster).

 It's only the rtpostigs-2.3 that depends on GDAL so I seriously doubt that
 is the culprit.
