 For PostGIS <= 2.5: I'd rather not use a GNU version either, but since we
 are, it seems like we might as well specify it in a build flag.

 For future versions: Out of curiosity, are there features that seem
 compelling in `c11` ? Though I have no objection to using it, it's not
 obvious to me what we gain from it.
