 Running `make check` via `strace` in `raster/test/cunit` works on my site
 too, but the running the tests as part of the Debian package build (via
 `pg_virtualenv`) still fails.

 Running that `make check` invocation via `strace` shows that `gcs.csv` is
 loaded correctly, but other tests fail.

 This is starting to look like a heisenbug.
