 The following directories compile C files without including the CPPFLAGS:
 {{{
 libpgcommon
 rt_core
 rt_pg
 loader
 }}}

 This is probably a long standing bug and I only detected it because I was
 expecting to see the `-DNDEGUB` flag in action everywhere, so
 I'm not planning on backporting the fix unless someone complains about it.
