 cloud.drone.io runs are limited to I think 1 hr.  As a result since we are
 testing all permutations of PostgreSQL and upgrade paths, the jobs fail
 because of timeouts.

 I'm going to have it test just one run of PostgreSQL for each.

 That requires a different config file.

 I've already changed the config path to

 .cloud-drone.yml

 So now just have to commit to all the branches
