Comment (by Algunenano):

 There is a c) option, which is ignore the extra dimension when calling
 from ST_AsMVTGeom (by adding an option of force2D); but neither a) nor c)
 fix the bug of ST_ClipByBox2D, which is supposed to never throw an
 exception, so I would go for b).
