 okay the file /build/postgis-3.2.0~beta1+dfsg/debian/clean  just had path
 lines

 loader/pgsql2shp
 loader/shp2pgsql
 }}}

 I remarked out those two lines and it seemed to get further.  It's
 compiling now.
 Not sure if that was the right thing to do.
