 okay Now I see what you mean.  I guess it's the https part.

 The update wants to change:

 https://bugs.kde.org\n

 to

 http://bugs.kde.org\n

 on my end and that is what is triggering it to think the file needs
 updating and not the date as I had originally thought.

 Where is this set?
