 Some behaviours have changed in GEOS 3.13, but probably nothing people
 depend on:

 * Boundary Node Rule relate matrices might be different for the "multi-
 valent end point" rule.
 * Relate matrices for situations with invalid MultiPolygons with shared
 boundaries might be different. Run ST_MakeValid to get valid inputs to
 feed to the calculation.
 * When feeding a zero-length LineString to relate and predicate functions,
 the LineString will be treated as a point (no interior).
