 I'm pretty sure 3.0, 3.1 and 3.2 are also affected, but I'm trying to
 think how to have CI test those. Maybe the new `check_all_downgrades.sh`
 script should be merged into `check_all_upgrades.sh` and backported to all
 supported branches, then we should see the failures pop up
