 WIP PR merging downgrade protection testing into the check_all_upgrades
 script is here: https://git.osgeo.org/gitea/postgis/postgis/pulls/263

 It will need to be backported to oldest supported branch in order to be
 effective, I suppose, as master branch won't have any possible downgrade
 path
