 Yes please, tests are always good to have. I would start for a test
 showing EXACTLY this problem, see if you can have CI turn red by just
 touching `topology/test/regress/hooks/hook-before-upgrade-topology.sql`
 and `topology/test/regress/hooks/hook-after-upgrade-topology.sql` ... we
 NEED to be able to see this failure shown by `utils/check_all_upgrades.sh`
