 Use checked-in SourceOverview raster fixture

 Replace the SourceOverview pre-test GDAL translation step with a committed
 GeoTIFF fixture carrying the same 2x averaged overview. This keeps the
 loader coverage for source overview reuse while avoiding buildbot-
 dependent runtime fixture creation failures.
