[postgis] JTS and ant.

Thanks Martin for fixing the html on the download page.  (You can now
view the page in netscape).

I've downloaded the code, and started looking around.  What would be
very nice is if you set up an "ant" build.xml script which can be used
to build files (like unix make).

It is useful for building releases, javadocs, etc.
