I had that sa,e exact problem too and discovered it was because my
plpgsql.dll my postgres was pointing to was the 7.1.3 version.  I just
replaced the plpgsql.dll with the new one (7.2)  and that resolved the
problem.

Opps!  Should add: this is a Cygwin 1.3.10 installation on Windows 2000.

The error message
    "SearchSysCache: BadCache id 27"
is produced when adding a geometry column (AddGeometryColumn) with PostGIS
7.1 and PostgreSQL 7.2.1.  This is a "new" installation, and everything
appeared to install okay.  Anything in particular that should be examined?
