[postgis-users] Building with mingw32, configure for PostgreSQL

Guys, this is great stuff.
For the reference of others, you can download the binaries and install 
instructions for postgresql from:
http://www.hagander.net/pgsql/win32snap/

Then grab the files outlined below:
