[postgis-users] Upgrade Procedure .9->1

David, I've modified the README.postgis file to show step-by-step
use of postgis_restore.pl-based upgrades.

An Upgrade section is also present in the PostGIS manual.
I'd like to get some feedback before doing the same there.
Please let me know.
