Use the PERL script postgis_restore.pl (You should find it in
the share/contrib/postgis folder).

The PostGIS manual contains instructions how to use the file (It
requires the dump file to be in a special format).
As you seem to be running on Windows, you should install e.g.
ActivePerl in order to be able to run PERL scripts.
