[postgis-users] Create spatial_ref_sys entry from srtext ?

It really looks like 31370, but standard_parallel_1 and 
standard_parallel_2 are inverted.
Doesn't it have implications ? (sorry, I don't know much about 
srtext syntax)

In 31300 standard_parallel_1 and standard_parallel_2 are in the 
right order but central meridian is not good.
