Perhaps this could be an OSGEO initiative? So RR aren't faced with maintaining
PostGIS dependency packages, or other packages (UMN Mapserver, GRASS & QGIS
spring to mind).

As an umbrella organisation for a FOSS GIS suite of interoperable applications,
it may be a more appropriate place to address this? 

I'll volunteer to help with OpenSuse 64 & 32 bit RPM's (if someone can help get
me going- never having built any RPM's before), or at least provide a box with
OpenSuse running which someone can ssh to when they need one to build the
packages.

I thought the DebianGIS guys had got Debian reasonably well sorted in this
arena?
