[postgis-users] Is it possible to import shapefile from PL/PGSQL or using SQL command?

No, don't think there is anything close to that. If you are handy with a 
little C code you might be able to write a stored procedure in C that 
mimics shp2pgsql and would be callable from SQL, but I'm not sure why 
you would want to do this.
