Just to add to some of the previous responses: GIS can refer to an entire ecosystem of storing, maintaining, and visualizing geographic data but is also sometimes used to refer to a single part of that ecosystem.

PostGIS would be an excellent option for storing the information that you describe, including the spatial information.

As for visualizing and manipulating data, there are a number of options that depend primarily on your particular needs. QGIS has been mentioned and is among the more popular options. You can also connect to PostGIS with ESRI's ArcMap (although I wouldn't recommend that because of its limited functionality). You could also build a web interface that connects to PostGIS on the backend and displays information and receives inputs according to your specific use case.

QGIS is free and offers some customizability but may require training in its use depending on what kind of experience you have with GIS terminology and processes. ArcMap is not free and would likewise require training depending on experience. A web interface can be built to your specifications (such that little inherent GIS knowledge is required) but would probably require the services of a consultant. Since you're in Minneapolis, you might check out Flat Rock Geographics<http://www.flatrockgeo.com/> as an example based in your backyard. You could also look at the list of companies that provide commercial support for PostGIS<http://postgis.net/support> (see heading Commerical Support) who likely have extensive experience assisting organizations just like yours.

Hello,

Are there versions of PostGIS that can be used as a database input interface to capture land owner information for Land Acquisition companies? (Right-of-Way acquisition).  Our right of way company is looking for a GIS solution is which we can capture GPS coordinate data, land owner information easement documentation, notes, etc. and attach it to specific parcels, so that when we click on a parcel the data will pop up.  e.g. easement document.
