[OSRS-PROJ] Proj4 documentation

Hello, Paul

LaTeX will definitely be used. I was thinking more of what to use on top of 
LaTeX. I have quite a few choices, including some of my own LaTeX based 
systems. I'm afraid the original sources aren't currently available. I 
won't have too much trouble ripping the text and images out of the pdfs. In 
any case, all the current manuals have to be integrated together, and that 
will mean reformatting the lot anyway. If anyone has a good system to 
reproduce the graphics, I'd like to hear about it. Otherwise I'll use the 
existing ones until I can do better.

When the time comes, I'll ask for volunteer reviewers.
