[PROJ] Budget for 2020

I haven't received any specific requests for the 2020 budget. I guess that means
we don't have a big need for outside funds at the moment. I'll put in a request
for 1000 USD for miscellaneous procurements during 2020.

All,
The OSGeo board is asking projects to submit their budgets for 2020 [0]. This is the
first time PROJ is able to receive funding directly from OSGeo. Since we been able
to run without a budget for 30+ years I don't expect that we need much this year
but I would encourage you all to suggest ways we can improve the project by means
of OSGeo funding. Initially 2000 USD is allotted all projects but projects are allowed
to request more or less than that. I expect that we will fall in the "less" part of that
statement. Especially since our main expenses are continuous integration and git-lfs
support on GitHub, both of which are planned to be covered directly by OSGeo as
they are cross-project costs.
I have a few suggestions myself:
1. Payment for proj.org - as far as I know this is done on a charity basis by either Howard Butler or Paul Ramsey
2. Maintenance of project infrastructure such as continuous integration, GitHub bots, etc. Things break from time to time and fixing them is often times very tedious. A candidate for this category would be establishing a new backporting bot since the old one stopped supporting our use cases.
3. Travel expenses for code sprints or FOSS4G
4. Merchandise - we've got a new logo, I think that it is only fitting that it get put on stickers!
The budget has to be submitted by January 13th [1] so please don't hold your suggestions back to long.
