Jeff,

so you are talking about the location of where grids are downloaded 
using the projsync utility or the location of the cache.db database used 
for on-demand grid downloading ? There isn't an official env variable 
for this, but you can nevertheless use the PROJ_USER_WRITABLE_DIRECTORY 
env var that is for now tagged "for testing purposes only", although we 
could probably upgrade it to a more official status.
