[PROJ] Release schedule for the next year

I’ve updated the release schedule over at https://github.com/OSGeo/PROJ/milestones <https://github.com/OSGeo/PROJ/milestones>.
The releases planned are:

9.0.1: June 8th 2022
9.1.0: September 1st 2022
9.1.1: December 1st 2022
9.2.0: March 1st 2023

As you might notice I’ve reduced the frequency of releases from having a release
every two months to every three months. I am on vacation June 1st hence the
release date of June 8th for 9.0.1. 

In case a severe bug shows up and an urgent fix is necessary we may issue an
ad hoc patch release.

Contrary to the last five years we will NOT have a new major version release on 
March 1st 2023. We’ve worked our way through all the big changes that required
bumping the major version numbers. I expect the 9.x branch of PROJ to live on
for at least five years. Time will tell if that holds true or not.
