Ah, well, this is due to the merging of 
https://github.com/OSGeo/PROJ/pull/4249, which is a commit to honour [ci 
skip] for RTD. But as that commit is the last one in master currently, 
and it does include "[ci skip]" in its commit message, well, the doc 
didn't get rebuilt as expected :-)

I've just pushed a dummy commit to trigger a rebuild:
