[PROJ] failing tests

ok, looking closer there was a difference. conda-forge has updated from 
sqlite 3.47.2 to 3.48.0 and this is a upstream sqlite 3.48.0 regression 
I've reported at https://sqlite.org/forum/forumpost/36bbc86546
