[Qgis-community-team] translation guideline available

Dear all,

I have added the translation guideline to the documentation guideline.
Please have a look:

and the translated Dutch document used as an example..

This is especially for translators who do not write documentation
themselves and really do not need to know Sphinx RST statements. Any
comments for improvement are welcome..

I believe there should also be a chapter added for the translator
coordinators that explains how to distribute .po files for anyone willing
to translate and how to use the pre build scripts & GIT. It is not so
obvious as it seems... I still do not know what is the best and most
efficient way.
