[Qgis-community-team] translating docs

Well to me it looks like as this IS the current step by step guide ..
download the po file use a desktop tool to translate and send the result to
people ..
As the workflow is still not fixed and this is not the final workflow i
would say it is a waste of time to write a detailed howto until the final
workflow is fixed

just my 2¢
