Hi,
Arghh! It's still on my todo list.
Unfortunately, since 7 months I have no access to PDA + ArcPad to start
some work.
For one of my client, I created similar tool, but it's closed source :-(
So, for QGIS I'd need to create new tool.

Yes, that's right.
Or you can buy a software from one of companies I worked for ,-)
but that's not a case here.

Yes, it's preatty easy task - dump layer properties to ArcGIS XML-based
format (XML dialect).

Yes, exactly.
I have an idea of a plugin to export/import ArcGIS XML files from
ArcPad (apm/apl).
Is this something you need very fast?
The fastest option is to create a script converting QGIS project file
into ArcPad XML file. More user-friendly but more complex option is to
write QGIS plugin.
Unfortunately, I'm not able to develop any plugins in next 2-3 weeks.
