[Qgis-developer] changes in RFC page and template

Hi all,

I made some changes to the RFC page and template. The new template considers 
that community members should have the possibility to make comments and the 
author should have the possibility to react to the comments. The new 
procedure is (http://wiki.qgis.org/qgiswiki/RequestForComment) :

1. Author makes an RFC page in the wiki and announces RFC comment period on 
the developer and user mailing lists

2. Community members have five (working) days to give comments (directly on 
the wiki page)

3. Author states, how he plans to consider or not consider the comments (also 
on wiki page)

4. Author announces voting on RFC on developer and user mailing lists

5. Community members have five (working) days to give their votes on the wiki 
page (using -1, 0, +1)

6. RFC is accepted or refused


For complicated issues, it might also be possible that several iterations are 
needed. However, to make the RFC process as simple (and usable) as possible, 
only one iteration is considered for now. If we have many complicated and 
controversal issues, we might still extend the RFC process as necessary.
