m4.exe should be also be in C:\Program Files\GnuWin32\bin, but bison
doesn't find it.  Do you have in C:\Program Files\GnuWin32\bin in your
PATH?  

However 3.3 from INSTALL suggests that you don't need GnuWin32's bison
as the msys image already has a bison.
